John Dominguez

Prior to establishing School Site Solutions, Inc. in 2003, Mr. Dominguez served as a Field Consultant for the California Department of Education, School Facilities Planning Division (SFPD). In this capacity, he assisted school districts throughout California in assessing site constraints and obtaining the approval of proposed school sites and for site certification for CDE plan approval. In addition, Mr. Dominguez administered the Qualified Zone Academy Bond (QZAB) program after its implementation for all of California. He also headed up the Joint Use program as part of his duties while at the SFPD. A former government, economics teacher, Director of Facilities and General Obligation Bond Director, Mr. Dominguez is the President of School Site Solutions, Inc., the Vice Chair of Californian's for School Facilities, and teaches the CASH Academy and UC Riverside Extension course program.

Michelle Collins

Michelle Collins has 15 years of experience working for the California Department of Education (CDE) in planning for K-12 school facilities and education technology in the classroom. As a result, she has extensive knowledge about regulatory requirements for new school site acquisition and facilities, the State school facilities funding programs, school facilities master planning, current school technology trends, and educational reform initiatives. During the past five years Ms. Collins has served as Planning Manager for School Site Solutions, Inc. She currently specializes in the project management of CDE Site and Plans approvals, and the development of School District Facilities Master Plans, Educational Specifications, special studies, and grant applications.

Daniel Hart

Daniel Hart joined School Site Solutions, Inc. in October 2012 and currently holds the position of Environmental Manager. Daniel graduated from the University of California, Davis in 2011 with a Bachelors of Science Degree in Environmental Policy Analysis and Planning. While at Davis he studied in depth the details of the California Environmental Quality Act (CEQA); gaining hands-on experience preparing environmental impact reports, negative declarations, and mitigation measures. Prior to joining School Site Solutions, Inc., Daniel worked as an environmental technician for a ground water systems company where he managed ground water sampling projects, collecting data from polluted sites for environmental consulting and engineering firms.

Regina Bills-Dacong

Ms. Bills-Dacong serves as our Senior Financial Resources Specialist. She has over 13 years of experience assisting school districts throughout California with their school facility planning and funding needs. She works closely with districts to ensure that their projects comply with state regulations and law, and guides districts through the process of identifying appropriate funding sources, analyzing eligibility and preparing funding applications. She has also assisted with Financial Hardship, Facility Hardship and appeals to the State Allocation Board.

Her experience began at the Office of Public School Construction, where she served as a Project Manager for seven years. During her tenure she assisted in the development and implementation of the Overcrowding Relief Grant Program and the Small High School Program, and the administration of the State Charter School Facility Program. She has also served as Director of Facility Planning at a premier architectural firm in California, where she oversaw the coordination of all planning and funding services for the firm's K-12 clients for six years. Her expertise in the facility and funding realm has resulted in millions of dollars of funding for her clients throughout the state.

Diane Davis joined School Site Solutions, Inc. in 2005 and is responsible for all accounting aspects of the business.

Leigh Coop, Associate

Leigh Coop

Leigh A. Coop has worked in the California K-12 public school facilities field since 1986. She most recently retired from the Vacaville Unified School District, where she was Director of Facilities for 20 years. While Leigh was Director there, Vacaville USD saw the passage of two successful general obligation bonds, one for $101.3 million in 2001 and one for $194 million in 2014. Leigh has been an active member of CASH, and was a long-standing member of CASBO's State Facilities Professional Committee and the CASBO representative on the Implementation Committee. Currently, Leigh's work at School Site Solutions, Inc., includes assistance to districts in master planning, strategic facilities planning, bond program implementation, and asset management.

Megan Laney

Megan Laney recently graduated from the University of California Davis receiving a Bachelors of Science in Community and Regional Development. During her time at UC Davis she spent two years working for the university in Payroll and electronic data management. For the past year she has been working in Economic Development interning for the City of Woodland working on USDA grants, business data collection, and development for both commercial and industrial businesses. She joined the School Site Solutions Inc. team to be part time administrative assistant and part time project assistant.
